Bipartisan Bill Would Incentivize Nurses to Become Preceptors, Boosting the Nursing Workforce

February 13, 2025

The PRECEPT Nurses Act could temporarily establish a $2,000 tax credit to registered nurses or health care providers who supervise, train, and mentor nursing students or newly hired nurses for at least 200 hours during the taxable year in designated health professional shortage areas. The tax credit would be available until 2030 and funded using unobligated COVID-19 relief funds.AmSpa’s Take: If passed, this bill could help to offset some of the on-the-job training costs that come with on-boarding nursing students or newly licensed nurses. However, the limitation of working in a designated health professional shortage area will limit the eligibility for many med spa and aesthetic practices. The bill was first introduced in the 118th Congress on 5/16/2023 as S.1627, by Senator Mark Kelly (D-AZ) with cosponsors Sen. Marsha Blackburn (R-TN) and Sen. Cindy Hyde-Smith (R-MS). It has been introduced in the 119th Congress on 1/14/2025 as H.R.392 by Congresswoman Jennifer A. Kiggans (R-VA), with cosponsors Rep. Claudia Tenney (R-NY), Rep. David P. Joyce (R-OH) and Rep. Jim Costa (D-CA).If you would like to see the full text of the 2025 bill, please follow this link PRECEPT Nurses Act.
